Open Question: On an average, how much do temp agencies pay workers?

I am specifically referring to the U.S. New York State/NYC. And does it matter the level of education, experiences etc. I was told that for someone with just high school diploma GED it is an average of $13-15 per hour. Then for someone with a bachelors degree anywhere from $18-22 per hour, Masters degree $25-30 per hour. is this correct?
