Open Question: Is it safe to send packages to the Phillipines? I was told the goverment will confiscate gold & precious metal?

I once sent a ring in the mail and it never arrived. I later sent a birthday card with a $20 bill in it and it was taken out of the card. So how can you make it safe to send anything to the Phillipines?
