Open Question: Will I have to pay stamp duty under the new budget (UK)?

I'm buying a house for £249K, so hoping I don't have to pay the stamp duty with the new budget announcement today. I owned a house with a friend until he got married in 2008 and then his wife bought out my share for a nominal sum (property had actually dropped in value). I'm in the UK so no comments on the rules in Ireland or the USA please...
