Open Question: conservitives when would taxes be to low?

I'm in the Conservative libertarian Spectrum I was wondering when do you think taxes would be to low and the government would be to small to do the things the government is supposed to do? this is a philophical questionbased on these folloiwng assumptions 1. peace time 2. we're paying off the debt no matter what the rate is.
