Open Question: Paypal - Buyer fees? I'm from Australia. Seller in UK.?

Hi, I would like to buy something from overseas on eBay. The seller is in the UK. I'm in Australia. From what I've read on the Fees page of the Paypal site, I need to pay a certain fee if I'm sending money OVERSEAS (or for cross-border transactions) - which includes currency conversion. The site says "Free (when no currency conversion is involved)" Is this right? Could someone please clear this up for me?
