Open Question: Should i file bankrupt?

SHOULD I FILE AND IF SO WHICH ONE. ...... Ok i live in NYC im 33 on welfare and about $18,000-$25,000 in debt.No job at the moment only about $150 monthly income. My debt stems from school loans and credit/store cards. My question is can i stay on P.A. and file and how much does it cost.? ANY INFO FROM ANYONE WILL BE GREATLY APPRECIATED
