Open Question: What is this new Banking and Credit legislature regarding bank's overdraft fees?

I'm talking about overdraft transactions each yielding a huge separate fee by banks. There was recently some Act that bans a lot of practices of this kind. Does anybody know what the new rules are and what is this law called?
