Open Question: Is this legal? Condominium/contractor question! Help?

Can a person on the Board of Directors (who is an unregistered contractor) legally charge money for repairs/services they provide? Is this not illegal? Don't all contractors working for a Condominium have to be certified? How can you ask to be paid for services if a Board of Directors position is a voluntary position??
