Dr. Mike Bower, the new president of Owens Community College, will speak at the October luncheon of the Toledo Area Small Business Association, Oct. 18 from 11:30-1:30 at the Hilton Toledo, 3100 Glendale Ave. Cost: $25 for chamber of commerce members, $30 for nonmembers.
